As neighbors armed with more than 2,200 petition signatures unloaded Monday morning on a Tippecanoe County plan to relocate its syringe exchange to the corner of North 23rd and Ferry streets, Dr. Greg Loomis, the county’s health officer, apologized for not letting them in on the decision earlier and walking them through what the move would mean.

“I never thought it would be a problem, I honestly didn’t know,” Loomis said, directly addressing residents who came to a Tippecanoe County commissioners meeting to try to negate the deal.
